Terms And Conditions.

1. GENERAL INFORMATION
1.1. To use the features of the website www.bill.me (hereinafter referred to as the "Website"), you need to register and agree to these Terms and Conditions and our Privacy Policy (together hereinafter referred to as the "Terms"). Please read them carefully. By ticking the relevant checkbox during registration, you confirm your agreement with the Terms.
1.2. The Website is operated and access to it is provided by Bill.me LTD, a company registered in the United Kingdom (Company No. 10926201), with its registered office at 85 Great Portland Street, London, England, W1W 7LT (hereinafter referred to as "Bill.me").
1.3. The Website is designed for use by:
1.3.1. Cooperation Partners – service providers such as utility companies, telecom operators, municipalities, educational institutions or others using Bill.me billing solutions, or who use the Website as a channel to accept invoice payments.
1.3.2. Clients – end users who receive and pay invoices from Cooperation Partners or other service providers via the Website.
1.4. The Website enables Cooperation Partners to send invoices to Clients, track and receive payments, collect meter readings (if enabled), and communicate with Clients. Clients can receive and pay invoices, submit meter readings (if enabled), and communicate with Cooperation Partners using the Website's tools (hereinafter referred to as "Website Tools"). Bill.me may update or restrict these tools at any time at its discretion.
1.5. Clients may also access the Website's features through the Bill.me mobile app, available on the App Store, Google Play, and Huawei AppGallery.
1.6. Any relationship between a Client and a Cooperation Partner or other service provider (any service provider whose invoices or billing information a User may upload, access, or pay via the Website, and who is not a Cooperation Partner) is governed by their separate agreement. Bill.me is not a party to such agreements.
2. REGISTRATION AND SERVICE SETUP
2.1. Only registered Cooperation Partners and registered Clients (hereinafter each referred to as a "User" and collectively "Users", also referred to as "You") can access the Website Tools. Users get access to their personal profile upon registration. Specific functionality may be available to third parties authorized by the User (see section 2.10).
2.2. By registering on the Website and using the Website, you confirm that all information provided is accurate, complete, and up to date. You are responsible for updating your details if anything changes. If updates cannot be made directly through the Website, you must email support@bill.me.
2.3. To receive and pay invoices, you must go through an authentication process via the functionality available on the Website.
Note: The authentication process is currently available only to persons assigned a personal identity number in Latvia, to receive and pay invoices from Cooperation Partners and other service providers registered in Latvia.
2.4. Once registered, you can choose to activate invoice receipt from specific Cooperation Partners and other service providers, and payment options via the Website.
2.5. You can also choose to receive invoices through a special invoice email address (hereinafter referred to as "Invoice Email") provided by the Website. Invoices sent to this email will be accessible in your personal profile.
Note: The Invoice Email is currently available only for use with Cooperation Partners and other service providers registered in Latvia.
2.5.1. In some cases, other messages from Cooperation Partners and other service providers may also be sent to Invoice Email if they use a single email for all communication. These will also be shown in your personal profile.
2.5.2. The Invoice Email remains the property of Bill.me and is provided solely for the purpose of using Website Tools.
2.5.3. If you delete your Personal profile, access to the Invoice Email and any messages will be permanently deleted. You are responsible for informing service providers of a new email address.
2.6. You may manually upload invoices or invoice details from other service providers who are not (yet) Cooperation Partners.
Note: This option is currently available only for use in relation to other service providers registered in Latvia.
2.7. If you need help with registration, email support@bill.me.
2.8. To delete your profile, use the Website tools or email support@bill.me.
2.9. Bill.me has the right to suspend/terminate your Personal profile in cases of breach, fraud, or regulatory requirements. Bill.me may also suspend or terminate access if required by law or regulatory authorities.
2.10. You may grant a trusted person (e.g., a family member) access to specific invoices via the Representatives section of your profile. The delegated person must register on the Website and will only be able to view and pay invoices you have authorized them to access. User remains fully responsible for actions of any delegated person they authorize. The "Representative’s" feature is available to Users who have selected the "Premium" Pricing Plan (see section 4.4).
2.11. If you do not log in to your Personal profile for a continuous period of 6 (six) months, Bill.me has the right to initiate deletion of your Personal profile due to inactivity.
2.11.1. Before deleting your Personal profile, Bill.me will notify you via the email address specified in your Personal profile. If you do not log in to your profile within 1 (one) month of such notification, your Personal profile may be permanently deleted. Upon deletion, you will lose access to your Personal profile and any associated Website Tools, including Invoice Email and any stored information.
2.11.2. Your personal data will be stored only for the periods and purposes specified in the Privacy Policy, as well as in cases provided for by applicable law, or for the establishment, exercise, or defense of legal claims.
Note: Profile deletion due to inactivity (section 2.11) currently applies only to persons assigned a personal identity number in Latvia.
2.12. To access the Website's functionality, you must select one of the pricing plans (hereinafter referred to as "Pricing Plans") – "Economy" or "Premium" (see sections 4.3–4.6).
2.13. For Users registered before 01.10.2026: (a) Cooperation Partners and other service providers, whose invoice receipt was activated by the User before the specified date, remain available regardless of the selected Pricing Plan, even if their number exceeds the limit set for the "Economy" plan in section 4.3; (b) Representatives appointed before the specified date are retained in the "Representatives" section, however, access to this feature is determined in accordance with section 2.10 and is provided only when the "Premium" plan is selected.
2.14. The selected Pricing Plan, the procedure for changing it, and related payments are governed by Section 4 of these Terms.
2.15. Profile deletion in accordance with section 2.8 is not available while you have an unpaid Premium Plan Fee (see sections 4.4–4.6). Other circumstances (e.g., unpaid invoices to Cooperation Partners or other service providers) do not restrict profile deletion under this clause. This clause does not restrict Bill.me's right to delete a profile in accordance with section 2.11, nor your rights regarding personal data processing under the Privacy Policy.
3. PAYMENT OF INVOICES
3.1. You can pay for services in the following ways:
3.1.1. With a personal payment card that has sufficient funds;
3.1.2. With a personal payment account (available in certain countries).
3.2. Payments can be made in the invoice's original currency (EUR, USD, GBP, etc.). If your payment method uses another currency, conversion will be done by your bank or card issuer at their exchange rate.
3.3. Card Payments may be made as follows:
3.3.1. You can register any number of personal payment cards (Visa, MasterCard, etc.).
3.3.2. You can remove or add cards at any time.
3.3.3. You can activate automatic payment for any registered card.
3.3.4. If automatic payment is enabled, Bill.me will initiate payment for unpaid invoices once they appear on the Website, provided that sufficient funds are available on the card.
3.3.5. If there are not enough funds or payment fails, you'll be notified in your personal profile or via email (if enabled). You will need to make the payment manually or update your card details.
3.3.6. You can enable or disable automatic payment at any time in your profile settings.
3.4. If there are insufficient funds or invalid payment details, the payment will not go through. In this case you have to either replenish the account or use another payment method.
3.5. You may enable or disable payment confirmation notifications via email or mobile app push notifications.
3.6. Bill.me does not process refunds for invoice payments. Any refund requests must be directed to the respective Cooperation Partner and/or other service provider.
3.7. Payment options on the Website are provided in cooperation with Bill.me's partner – licensed electronic money institution ECOMMBX LIMITED (registration no. ΗΕ 354749, address Pindarou 27, Alpha Business Center, Block B, Ground Floor, 1060, Nicosia, Cyprus, license no. 115.1.3.20/2018). User agrees that the payments made by the User on the Website are transferred to the ECOMMBX LIMITED account, from which they are then transferred to the respective Cooperation Partner in accordance with the agreement concluded between Bill.me and the Cooperation Partner, or to other service provider according to User's uploaded/received invoice or invoice data. Information about ECOMMBX LIMITED, including the right to provide payment services in the EEA, can be found in the EUCLID register maintained by the European Banking Authority (https://euclid.eba.europa.eu/register/), as well as on the website of the relevant financial market supervisory authority of the EEA country. The transfer of payments specified in this clause from the ECOMMBX LIMITED account is carried out within the following timeframes:
3.7.1. to the respective Cooperation Partner – within the period stipulated in the agreement between Bill.me and the respective Cooperation Partner.
3.7.2. to other service providers – on the next business day following the receipt of the payment.
4. PRICING PLANS AND SERVICE FEE
4.1. Bill.me offers two Pricing Plans – "Economy" (free) and "Premium" (paid, according to sections 4.4–4.5). The scope of functions for each plan is specified in the Website and mobile app interface.
Note: Pricing Plans are currently available only to persons assigned a personal identity number in Latvia.
4.2. For payments with a personal payment card: A variable service fee applies per invoice and depends on the Cooperation Partner or other service provider and invoice amount. The minimum service fee is €0.15. The exact service fee is shown before you make a payment or activate automatic payments.
4.3. The "Economy" Plan includes receiving and viewing invoices from connected Cooperation Partners and other service providers (up to 3 companies, taking into account the exception under section 2.13(a)), submitting meter readings, and access via the mobile app.
4.4. The "Premium" Plan, in addition to the "Economy" Plan functions, provides extended functionality (the ability to pay invoices, connect an unlimited number of companies, access for Representatives according to section 2.10, notifications about new invoices and due dates, downloading invoices, etc.), for which a service fee of €1.49 per calendar month is charged (hereinafter – "Premium Plan Fee"). When selecting the "Premium" Plan, you will be shown the total price and the procedure for charging the Premium Plan Fee, as well as the conditions for blocking access to the Website in case of non-payment according to section 4.6.3. Selecting the "Premium" Plan means confirmation of familiarity with the specified conditions.
4.5. Procedure for payment of the Premium Plan Fee:
4.5.1. The Premium Plan Fee for a calendar month must be paid once during that same calendar month. Starting from the 1st day of the month, you can pay it separately in your personal profile.
4.5.2. If the Premium Plan Fee for the current month has not yet been paid, then when paying the first invoice of that month via the Website, it is automatically added as a separate item to the amount of such payment; payment of the invoice without simultaneous payment of the Premium Plan Fee is not possible in this case. This rule applies equally to payments initiated by you manually and to payments made under automatic payment in accordance with sections 3.3.3–3.3.4.
4.5.3. The service fee specified in section 4.2 applies exclusively to the invoice amount(s); the Premium Plan Fee is not subject to a service fee in any case – regardless of whether it is paid separately or as part of payment for one or more invoices.
4.5.4. If payment to which the Premium Plan Fee has been added is made using a personal payment account, only the Premium Plan Fee applies; subsequent payments with a personal payment account during the same calendar month are not subject to a service fee.
4.5.5. If during a calendar month you do not pay the Premium Plan Fee either separately or as part of an invoice payment, the consequences provided for in section 4.6.3 apply.
4.6. Terms for changing the Pricing Plan:
4.6.1. If you initially selected the "Economy" Plan, you may switch to the "Premium" Plan at any time during a calendar month; the Premium Plan Fee for the month of transition is charged in accordance with section 4.5.
4.6.2. If you initially selected the "Premium" Plan, switching to the "Economy" Plan is possible only after payment of the Premium Plan Fee for the current calendar month in accordance with section 4.5.
4.6.3. If the Premium Plan Fee for a calendar month is not paid by its end in accordance with section 4.5, from the beginning of the next calendar month your access to the Website functionality (including viewing invoices) is blocked until full payment. To restore access, the unpaid Premium Plan Fee for the past period must be paid. Access is restored only after confirmation of such payment. The Premium Plan Fee for the current calendar month is charged separately and on general terms in accordance with section 4.5.
5. SECURITY
5.1. Keep your username and password secure. If you forget your password, use the "Forgot your password" link to reset it.
5.2. You must take all reasonable measures to keep your login details secure (e.g., using antivirus software, choosing strong passwords, changing them regularly, and ensuring that unauthorized persons do not gain access to your devices). You are responsible for all actions taken via your account.
5.3. If you suspect unauthorized access or a security breach, email support@bill.me immediately. Bill.me may request proof of unauthorized access. Bill.me is not liable for any losses due to unauthorized use of your account.
6. LIABILITY
6.1. Bill.me is responsible only for providing access to the Website in line with these Terms.
6.2. Bill.me is not responsible for the relationship between Users and Cooperation Partners or other service providers.
6.3. Bill.me is not liable if a payment fails due to insufficient funds or invalid details (see section 3.4).
6.4. User is responsible for ensuring that all payment data is correct and that sufficient funds are available.
7. PERSONAL DATA
Bill.me protects your personal data in accordance with applicable laws and our Privacy Policy, which you can read on the Website.
8. FORCE MAJEURE
8.1. Bill.me is not liable for delays or failure to fulfil obligations due to force majeure events, including but not limited to natural disasters, wars, strikes, internet outages, or cyberattacks (e.g., DDoS).
8.2. During such events, the Website's operation is considered suspended. Terms of execution of obligations may be extended accordingly. Bill.me will do everything reasonably possible to minimize the impact and restore service.
9. SEVERABILITY
9.1. If any provision in these Terms becomes invalid or unenforceable, it will not affect the rest of the Terms.
9.2. Any invalid provision will be replaced or interpreted to best reflect the original intent and comply with applicable law.
10. CHANGES TO THE TERMS
10.1. Bill.me may unilaterally amend these Terms. You will be notified via the email linked to your profile 30 days in advance of any changes. If you continue to use the Website after the notice period, this continued use will constitute your acceptance of the changes.
10.2. If the changes are clearly beneficial to you, we may apply them without the 30-day notice.
10.3. The latest version of the Terms is always available on the Website.
11. GOVERNING LAW AND JURISDICTION
These Terms shall be governed by the laws of the jurisdiction in which the User is resident, to the extent required by applicable law. Otherwise, the laws of England and Wales shall apply. Any disputes arising out of or in connection with these Terms shall be submitted to the courts of England and Wales, except where applicable local law requires otherwise.
